### Search before asking - [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar issues. ### What happened In new standalone instance there's no way to create a cron schedule for a workflow.  Open [Cron Manage]  ### What you expected to happen - option/button to create [Cron] schedule (alternatively) - option/button to be disabled (if it is not possible to create one) + info why it can't be created right now ### How to reproduce 1. install standalone version 2. Create Project-> Workflow->Task 3. Open Workflow Definition 4.
