   flink组件，SQL程序类型，内置参数、本地参数、全局参数都不生效

   ### What you expected to happen
   
   flink sql的sink端选择doris时，doris label要求全局唯一，所以每次执行调度微批处理时都要修改doris 
label，想通过时间戳方式进行随机生成，测试后发现不好用，又模拟官网样例，在shell中可以，故同样在脚本中进行echo 
${system.datetime}，发现不可用。
