Review Comment:
   After rebasing onto latest dev, WorkflowInstanceMetricsTest#testCleanUp... 
may fail to compile because cleanUpWorkflowInstanceCountMetricsByDefinitionCode 
was removed in #18205. Also, counter tags should use 
WorkflowExecutionStatus.name() (e.g. SUBMITTED_SUCCESS), not submit/fail.
