## Purpose of the pull request
Fixes #18402
After DSIP-59 removed standalone task management, operators lost the entry
point for locating workflows by task name.
This PR adds a read-only search within the current project, including tasks
that have never run or whose execution instances have been purged. It preserves
the architecture introduced by DSIP-59 without adding standalone task creation,
editing, or execution.
## Brief change log
- Add `GET /projects/{projectCode}/task-definition/search` with task name
filtering and pagination.
- Add a Task Search page next to Task Instance, displaying task names, task
types, and clickable owning workflows.
- Query task versions referenced by current workflow definitions and
deduplicate multiple upstream relations before pagination.
- Enforce existing project read permissions and treat `_`, `%`, and `!` as
literal search characters.
- Add English and Chinese translations and documentation.
## Verify this pull request
- All 33 targeted backend tests passed, including 13 new tests covering
query results, project isolation, permissions, version matching, deduplication,
pagination, and parameter validation.
- Database queries were verified using H2 in MySQL compatibility mode.
- Frontend type checking, production build, ESLint, Prettier, and Java
Spotless checks passed.
- Browser checks using a mock API verified search, empty results,
pagination, page size changes, project switching, and workflow link targets.
