Great job. The root cause of this problem is that we have introduced jsp-2.1, but jsp-2.1 is not compatible with Java 9 (it is no longer maintained), so we must remove jsp-2.1. This work is necessary. After this PR is merged, we need to test again to see whether the api-server log can be started normally after debugging is turned on.
