Add a tool to setup and manager doris compose cluster.
```
usage: doris-compose.py [-h] {up,down,add,start,stop,restart,ls} ...
positional arguments:
{up,down,add,start,stop,restart,ls}
up Create and start doris containers
down Stop and remove doris containers, networks
add Add doris containers
start Start doris containers
stop Stop doris containers
restart Restart doris containers
ls List running compose projects
options:
-h, --help show this help message and exit
```
For more usage, run
```
python docker/runtime/doris-compose/doris-compose.py
```
