**Proposed changes**
User could specify database's storage vault through property
"storage_vault_name" using creating or alter clause, for example:
`
CREATE DATABASE db_test
PROPERTIES (
"storage_vault_name" = "hdfs_vault"
);
ALTER DATABASE db_test SET
PROPERTIES (
"storage_vault_name" = "hdfs_vault"
);
