### What problem does this PR solve? Two-step close is used to ensure all sinks are in close phase before closing incremental streams/node channel. This pr introduces dummy tablet in each be to simplify two-step close to one-step. Overview of changes: 1. Dummy partition is not planned when there is no partition when init open. Instead, dummy tablet will be planned in each BE. 2. number of remaining senders always equal to max senders; 3. simplify two-step close to one-step.
