Also Adding config::enable_write_array_offset to indicate whether to turn on
the optimize.
Notice: currenty using
`_length_iterator->get_current_page()->next_array_item_ordinal > 0` to detect
if page has offsets info, then seek_to_ordinal and next_batch will go the
`offset` path, this also provides forward and backward compability for user who
wants to turn on this optimization
