   Problem Summary:
   When `select ... into outfile` uses `delete_existing_files=true`, parallel 
outfile writers can race on directory cleanup and delete files uploaded by 
other writers. This change moves remote outfile cleanup to FE so it happens 
once before query execution, and clears the delete flag before sending sink 
options to BE. For `file:///` local outfile, cleanup cannot be coordinated in 
FE, so the planner falls back to `GATHER` when `delete_existing_files=true` to 
avoid deletion races. A regression test is added to verify parallel outfile 
with `delete_existing_files=true` does not lose exported rows.
