Problem Summary:
- Allow `ThriftHMSCachedClient` to accept `poolSize = 0` and treat it as
no-pooling mode.
- Keep the current production wiring unchanged and avoid reusing existing FE
thread-pool configs to carry HMS client-pool semantics.
- Add unit coverage for pooled reuse, no-pooling, and exception paths.

- `git diff --check` passed.
- Attempted `mvn -pl fe-core -am -Dtest=ThriftHMSCachedClientTest
-DfailIfNoTests=false test`, but the run is currently blocked by an existing
unrelated `fe-common` / thrift enum mismatch in this workspace.
