This changes the behavior of `@@system_time_zone`. Before this refactor the
value came from `TimeUtils.getSystemTimeZone().getID()`, which normalizes Java
short IDs through `TimeZone`. Now `resolveSystemTimeZone()` returns the raw
alias-map value instead. For example, with JVM default `EST` the old value was
`GMT-05:00`, but this now becomes `-05:00`; likewise `MST` changes from
`GMT-07:00` to `-07:00`.
That is a user-visible regression, and it also makes
`GlobalVariable.systemTimeZone` inconsistent with `SessionVariable.timeZone`,
which still uses `TimeUtils.getSystemTimeZone().getID()`. Please keep the old
normalization path here (or reuse `TimeUtils.getSystemTimeZone().getID()`
directly) so the refactor stays behavior-preserving.
