   When close_wait times out waiting for unfinished node channels, the 
cancelled channels were not marked as failed. This caused FE to be unaware of 
the failure, leading to publish sending tasks to the cancelled node and 
failing, which made data invisible for a long time (30+ minutes until publish 
retry).
   
   Now after cancelling unfinished node channels:
   - Call mark_as_failed() to record failed tablets
   - Call check_intolerable_failure() to check if failures exceed tolerance 
threshold (e.g., 2/3 replicas failed → entire load fails)
   - Call set_error_tablet_in_state() to propagate error info to FE so publish 
can skip the failed node and data becomes visible immediately
