### What problem does this PR solve?
Problem Summary:
When executing a query with `UNION ALL` where each branch `CAST`s a column
to `TIMESTAMPTZ` and the result is sorted with `ORDER BY ... LIMIT` (triggering
TopN runtime predicate pushdown), the BE throws an `INTERNAL_ERROR`:
```
meet invalid type, type=TIMESTAMPTZ, expr=TExprNode(node_type=CAST_EXPR, ...)
```
Root cause: `RuntimePredicate::_init()` checks whether a given
`PrimitiveType` is supported for TopN pushdown. `TYPE_TIMESTAMPTZ` was missing
from the allowlist, causing the constructor to throw when it encountered a
`CAST_EXPR` node typed as `TIMESTAMPTZ`. The fix adds
`is_timestamptz_type(type)` to the allowlist, consistent with how other
date/time types are handled.
