### What problem does this PR solve?
Issue Number: close #63327
Related PR: #xxx
Problem Summary: `DESC FUNCTION` on TVFs with required parameters (e.g.,
`s3`, `hdfs`, `parquet_meta`, `partitions`, `jobs`, `tasks`, `hudi_meta`) would
fail because it triggered full TVF construction including parameter validation,
privilege checks, and I/O operations. DESC only needs column metadata and
should not require valid parameters or perform external access.
### Release note
Fix DESC FUNCTION to work for TVFs without requiring valid parameters by
introducing lightweight schema retrieval that skips full construction.
Previously, `DESC FUNCTION s3()` or `DESC FUNCTION parquet_meta()` would fail
with parameter validation errors.
