### What problem does this PR solve?
Related PR: #60414
Problem Summary: S3 TVF exact file paths still used ListObjectsV2 in the new
FE filesystem S3 implementation. When credentials can read or HEAD an object
but do not have bucket ListBucket permission, importing a single exact file
fails with a list path 403.
This change resolves exact non-glob paths through headObject and only keeps
ListObjectsV2 for glob or limited listing paths. Missing exact objects return
an empty glob result, matching the previous no-match behavior.
