Added regression coverage for the short-TTL race where TTL GC can convert a DOWNLOADING block to normal before finalize. The test verifies finalize still writes to the original TTL storage directory, does not require a hash_0 directory to pre-exist, and remove_if_cached cleans up by the storage key. -- This is an automated message from the Apache Git Service.
