### What problem does this PR solve?
ColumnVarbinary currently deep-copies non-inline payload bytes when building
filtered or permuted result columns. Root cause: each column owns a single
Arena directly, so result columns must copy long values into their own Arena to
keep StringView pointers valid. This PR wraps payload memory in internal
storage owners, keeps external storage references alive for derived columns,
and lets filter/permute copy only StringView metadata for non-inline values.
New writes still go to the column's local storage, and clear drops old
references by switching to a fresh local storage.
