   Done. The condition is now `canUseNereidsDistributePlanner && (local shuffle 
disabled || using the FE local-shuffle planner)` — when local shuffle is 
disabled entirely every pipeline runs a single task per instance, so the bucket 
alignment holds naturally. Also covered the second request path: 
`createHashRequestAccordingToParent` can pass the parent's `REQUIRE` down, so 
it is downgraded to `EXECUTION_BUCKETED` there under the same condition 
(otherwise a suite with `enable_nereids_distribute_planner=false` would still 
pick bucket shuffle through the parent's require). Updated the regression case 
accordingly: with `enable_local_shuffle=false` the shape now keeps 
`[bucketShuffle]` and the result stays correct.

   Done — the regulator now keys off the required shuffle type 
(`basic.getShuffleType() == ShuffleType.REQUIRE`) instead of re-reading the 
session variables, so the require generated by RequestPropertyDeriver is the 
single source of truth.
