### What problem does this PR solve?
Issue Number: None
Related PR: #65564
Problem Summary: Backport the Kerberos external regression environment
memory reduction from master. The automatic backport conflicted with
branch-specific Kerberos bootstrap and third-party launcher changes, so this PR
manually cherry-picks the commit merged into master
(`52e154530ff72b53d205f77d845a3072e44ea5f1`) and resolves those conflicts for
branch-4.0.
