### What problem does this PR solve?

Problem Summary: ANN TopN pushdown applies the segment-level ANN index
before scanner residual conjuncts are evaluated. If a query still has residual
scan predicates after predicate normalization, storage may keep only the
nearest topK rows first and the scanner may filter them afterwards, which can
under-return rows. Disable ANN TopN runtime whenever residual scan conjuncts
remain, and add a debug-point regression case that verifies residual predicates
bypass the storage ANN TopN path.
