Arrow Flight SQL exposed Doris DATETIME values as timezone-aware Arrow
timestamps, causing clients to interpret wall-clock values as instants and
apply unwanted timezone conversion. The result schema now represents DATETIME
as a timezone-naive timestamp while preserving timezone-aware TIMESTAMPTZ
behavior. Arrow conversion unit tests and Arrow Flight SQL regression coverage
were added.
