### What problem does this PR solve?

Problem Summary:
`recycle_tablet()` removed all recycle-rowset metadata and all versioned
delete-bitmap metadata for a dropped tablet. If a recycle rowset still
referenced packed files, `recycle_rowsets()` could no longer read the rowset or
delete-bitmap metadata needed to decrement those packed-file reference counts,
leaving packed files unrecyclable.
Keep recycle-rowset metadata until `recycle_rowsets()` processes it. Collect
the rowset IDs returned by `internal_get_rowset()` and the restore-job rowset
scan, then remove versioned delete-bitmap ranges only for those rowsets in the
final tablet metadata transaction. This preserves recycle-rowset delete-bitmap
metadata while continuing to clean ordinary and restore-job rowsets.
