Closing this. PL/SQL is no longer being developed on the release branches, and it is already gone from master (#58700), so we are not shipping a guard for 4.x. #67369 stays as the record of the behaviour on `branch-4.0` / `branch-4.1` / `branch-3.1`: a PL/SQL `CALL` over an Arrow Flight SQL connection can report `getMysqlChannel not in mysql connection` *after* its DML has already been applied.
