Support short-circuit multi-get for non-cloud prepared queries with one key
IN predicate and equality parameters covering the remaining unique-key columns.
The default IN limit is 30; the limit is checked during planning, and changing
it does not invalidate an existing prepared point-query cache. Reprepare or
another replanning event applies the new limit. Queries exceeding the limit
during planning and Cloud queries use regular execution. Cached multi-get does
not support parameter type changes requiring different comparison semantics.

eligibility check and is not rechecked on cache reuse. Callers must preserve
compatible parameter types when reusing a multi-get cache; incompatible
rebinding no longer triggers automatic replanning.
