Fixed in c7003412222. Each scan now activates only the current table
declared primary keys; the context-wide set is retained only for declared-key
membership checks. The scan eligibility gate is evaluated once per scan. A
24-distinct-table test verifies that activation never iterates the global key
set and invokes the gate exactly 24 times; candidate-key checks for that case
drop from 300 to 24. Targeted FE tests pass (25/25), FE build succeeds, and
Checkstyle reports 0 violations.
