### What problem does this PR solve?
Problem Summary: S3URI normalizes object keys as hierarchical URI paths. For
example, the S3 TVF converts an HTTP URI ending in dir//file.csv to
s3://bucket/dir/file.csv, addressing a different object. Keys ending in dir/..
are rejected as missing keys, and the mirrored LegacyS3Uri parser also fails
endpoint derivation. Keep literal paths in both parsers and cover the TVF
conversion and endpoint-derivation callers.

Preserve repeated slashes and literal dot segments in S3 object keys.
