### What problem does this PR solve? An authenticated `/rest/v1/system` request on a follower forwards `SHOW PROC` with an HTTP context that has no negotiated MySQL capability. Reading that capability returns JSON code 500. Leave MySQL protocol fields unset for this context while preserving negotiated flags for real MySQL clients. ### Release note Fix `/rest/v1/system` on follower FEs. ### Check List (For Author) - Test: 12 focused FE unit tests passed; Checkstyle passed.
