Review Comment:
Fixed in 85e1f4f019c. The backend host map is cached and refreshed during
initialization and replaceBackendOrder(), so streamed single-split assignments
no longer rebuild it. Host matching still uses only the active candidate
subset, and round-robin continues to use the initialized list order.
FederationBackendPolicyTest passes all 12 tests, including repeated batches and
excluded locality candidates. The full focused FE run passes 18 tests and Maven
Checkstyle.
