Adding a second managed translation locale currently breaks scheduled
Japanese runs, makes native inventory reconcile each document twice, and lets
one language overwrite another in SEO alternates.

This change defaults Japanese automation and simulation to `ja`, checks
every configured translation locale in Build Check, and forwards the
publisher's selected locale into admission checks. Native inventory isolates
pages and reports by locale. Document metadata, manifests, and browser routes
share complete alternate groups keyed by plugin, version, and doc ID, including
differing Chinese slugs on fallback pages.

   Validation on Node 20.20.2:

   - 158 i18n/publish tests passed; one existing Apache integration test
skipped by its environment condition.
   - Real Docusaurus metadata fixtures cover both managed languages, repeated
doc IDs across plugins/versions, stale/missing translations, drafts/unlisted
pages, and disabled Korean.
   - Small four-language and Korean-disabled builds pass static SEO checks and
Playwright hydration/navigation checks.
   - The existing Japanese status fixture passes its build, static checks, and
Playwright checks.
   - Japanese PR admission passes on the committed branch against the latest
master.

Korean is declared only inside fixtures. Production locale registration and
translation content are handled in subsequent changes.
