Korean search and publication checks now cover the optional Korean locale
alongside Japanese. SearchBar and SearchPage select source-language indexes
from the versions actually included in the build, fixing English and Chinese
search in Dev-only previews. Korean SQL identifiers such as `query_vector`
become searchable while preserving highlight offsets.

The PR adds manifest-based navigation and search verification, a
four-language publication fixture, configuration checks, and a read-only Korean
coverage audit. Shared search changes trigger the full four-language,
all-version optimized publication build in CI, with Chromium checks and build
measurements. Production locale registration and translation generation are
unchanged.

   Validation:

   - Node 20: 194 tests passed, no failures, one existing Apache integration
test skipped.
   - Four-language Dev build passed; Japanese and Korean static checks each
passed 1,810 pages. Browser search, navigation, IME, highlights,
source-language search, and all eight themes at desktop/mobile sizes passed.
   - Four-language publication fixture passed normal/optimized comparison and
Chromium resource/worker checks. This local fixture used the Node preview
server, without an Apache integration run.
   - The complete four-language, all-active-version optimized build and browser
checks will run in this PR's CI. Local website builds were limited to Dev.

   ## Versions

Infrastructure changes apply to all configured versions. Local site
validation used Dev; the small publication fixture also exercises versioned and
community routes.

   ## Languages

   - [x] Chinese
   - [x] English
   - [x] Japanese
   - [x] Korean

   ## Docs Checklist

   - [x] Checked by AI
   - [x] Test Cases Built
   - [x] Updated required version and language counterparts, or explained why
not
   - [x] If only one language changed, confirmed whether source/translation
counterparts need sync

This changes shared infrastructure and verification rather than document
content. Existing source pages, translation state, stable URLs, and sidebars
are preserved.
