[fix](ci) Preserve hidden publication verification reports (#4357)
Build Check passed its four-language validation in #4355, but uploaded
no measurement artifact: `actions/upload-artifact@v4` excluded the
hidden `.i18n-build` directory. Enable hidden files for the existing
explicit list of JSON/text reports, and fail the upload step if none of
those files exist.
Validation: parsed the workflow YAML and checked the artifact settings
and unchanged report list. The actual build-scope calculation classifies
this workflow-only change as `skip_build=true`; it does not rebuild the
website. The original failure is visible in [run
