### What problem does this PR solve? Issue Number: N/A Related PR: N/A Problem Summary: A failed tablet recycle causes SyncExecutor to cancel pending tasks and skip metadata cleanup for successfully recycled tablets. Use a dedicated SimpleThreadPool in recycle_tablets, following recycle_rowsets. Each task recycles one tablet and atomically removes its metadata only after data recycling succeeds. Track failures without cancelling other tasks, and wait for all tasks before cleaning up index- or partition-level metadata. ### Release note Allow other tablets to be recycled when an individual tablet fails, while retaining failed tablet metadata for retry. ### Check List (For Author) - Test: Not run, as requested - Behavior changed: Yes.
