### What problem does this PR solve?

Problem Summary: Object deletion does not adapt request rates to throttling
of individual vault prefixes and recycle tasks. Add per-accessor delete groups
that pace keys and limit in-flight requests, reduce rates on provider
throttling, and increase rates after successful throttling-free operation.
Propagate task names through recycler accessors, expose throttling in object
storage responses, and handle throttled retries outside shared delete workers.
Include configuration, metrics, and delete-group tests. This control uses
storage responses independently of the recycler worker pool's Meta Service
pressure policy.
### Release note
Add optional adaptive object deletion pacing with per-prefix and per-task
groups. Enable it through `enable_recycler_obj_delete_group`, which defaults to
false.
