### What problem does this PR solve? Related PR: #67174 Some BE callers ignore `TimezoneUtils::find_cctz_time_zone()` failures and continue with an unresolved timezone. Mark the resolver `[[nodiscard]]`, reject invalid external timezone values, and check internal timezone invariants. ### Release note Invalid timezone values in affected BE conversion paths now return an error. ### Check List (For Author) - Test: clang-format 16, `git diff --check`, and `bash build-support/check-build-hygiene.sh` passed. Build, unit tests, and regression tests have not been run. - Behavior changed: Yes.
