   ### What problem does this PR solve?

   Issue Number: None

   Related PR: None

Problem Summary: binutils 2.40 moves SFrame support out of libbfd into a
separate libsframe, so linking -l:libbfd.a alone fails on newer distros (RHEL
10, Fedora 40+, etc.) with undefined sframe_* symbols when building BE. Probe
for libsframe with find_library and append -lsframe only when it exists,
keeping older toolchains (which do not ship libsframe) working unchanged.

   ### Release note

   None

   ### Check List (For Author)

   - Test: Local build on RHEL 10 (binutils 2.41) — BE links and runs; no
behavior change where libsframe is absent
   - Behavior changed: No
   - Does this need documentation: No
