### What problem does this PR solve?

Problem Summary: A backend retries a publish task when some tablets are
missing previous versions, delaying reports for tablets that already published
successfully. Report newly successful tablets as INCOMPLETE before requeuing
and merge them on the FE without finishing the task. Allow those successes to
participate in quorum checks while retaining master subtransaction and
previous-version checks, tablet-level delta-row statistics, and the non-null
success-map invariant. Update final delta rows before marking the task finished.
### Release note
Add enable_publish_version_partial_report (default false). After upgrading
all FEs, operators can enable partial publish reports so healthy tablets can
participate in transaction completion while other tablets retry version gaps.
Disable the setting and drain publish tasks before downgrading FEs.
