### Description The actions used in our workflows are bumped by hand a few times a year (#18677, #19130, #19133, #19509, #19587, #20415). This adds a `github-actions` entry to `.github/dependabot.yml` so Dependabot proposes these bumps weekly. - One group (`github-actions`, all actions) so bumps arrive as a single PR. - `cooldown: default-days: 7`.
