### Description
This PR updates the maven `ignore` rules to be more up-to-date.
#### Removed stale ignore rules
- `org.eclipse.jetty` `[9.5,)` ("pin Jetty dependencies to 9.4.x")
- master is on Jetty 12 (`jetty.version` 12.1.13).
- `org.apache.zookeeper` `[3.6,)` ("pin ZooKeeper dependencies to 3.5.x")
- master is on 3.8.7
- `org.testng` `[7.4.0,)` ("pin Testng dependencies to 7.3.0")
- no `pom.xml` references TestNG anymore.
