new b9d6c6faf02 build: upgrade Checkstyle to 14.3.0 (#20592)
b9d6c6faf02 is described below

commit b9d6c6faf02da43012de57a40fee5de42e920845
Author: Andreas Maechler <[email protected]>

build: upgrade Checkstyle to 14.3.0 (#20592)

    * build(deps): bump com.puppycrawl.tools:checkstyle from 12.3.1 to 14.3.0

    Bumps
[com.puppycrawl.tools:checkstyle](https://github.com/checkstyle/checkstyle)
from 12.3.1 to 14.3.0.

    - dependency-name: com.puppycrawl.tools:checkstyle
      dependency-version: 14.3.0

    * Fix Javadoc that Checkstyle 14 cannot parse

Checkstyle 13 and later use a stricter Javadoc parser, and the UnusedImports
check reports every comment it cannot parse (and treats imports referenced
only from such comments as unused). Fix the malformed {@link}, @see and
@throws syntax, unbalanced {@code} braces, stray or mistyped HTML tags, and
unescaped generics and line-leading annotations in the affected comments.

    * Point GuavaUtils.firstNonNull Javadoc link at MoreObjects

Guava's Objects#firstNonNull no longer exists, and javadoc cannot resolve
the
(T, T) parameter list. Link to MoreObjects#firstNonNull(Object, Object).
