### Description Two problems in the license tooling surfaced while reviewing #20729, which bumps `org.tukaani:xz` from 1.9 to 1.10. #### Versions in `licenses.yaml` no longer need quotes An unquoted `1.10` was read as the float `1.1`, so all scripts reading `licenses.yaml` now share a loader that reads number-like values as strings, and the existing quotes are removed. #### `check-licenses.py` fails on unknown license names xz 1.10 is licensed under 0BSD, which the check did not know and silently skipped. Unknown license names, whether reported by Maven or registered in `licenses.yaml`, now fail the check, and `0BSD` is mapped to `Zero-Clause BSD`. <hr> This PR has: - [x] been self-reviewed. - [x] added unit tests or modified existing tests to cover new code paths. -- This is an automated message from the Apache Git Service.
