I think your last example is a good illustration of the **bug**. There are
two map series defined, but their data is **auto-merged** into one (=bug!). The
first _visualMap_ controls it. The second _visualMap_ controls nothing since
there is no second map.
Documentation should be updated to say _"Only one map series allowed without
geo defined. And each geo area is limited to only one map series"_.

OTOH, using _geo_ is a good idea - _geo_ acts like _grid_ and we can have
multiple _geo_ areas superimposed -
[Demo](https://echarts.apache.org/examples/en/editor.html?helgasoft=map+geo+multiple&code=PYBwLglsB2AEC8sDeBYAULWZjADaRAC5lYBfAGnUwHMBTYYgbSsxIFsBDI2AIgHdgAJ1wATHuVgB6SYOAc2hMIICutctNwcAnsGVgAyhABetQgHIArAAYApGfKadegMK1oYWoMKMAjABY_ch9ggF1KDFZIiA82fTAtXFMkDkFaDmc8IXMlDmgAZxAUtzB7AGNMrzMc_MLU9zNSFkwKJvYuYn4hUXEpGTkFJVV1SUddA2NTS1t7UZdiz28AZgCggLDWqJi4hKTYIvSK7MFcgqL68nLcLKrjmrOS8Min2AAjIRFPAHUIETAAC0IVgkb0EH0EGSulWqpzqJQ2rEaEWaj1g6wieU8EFoeSYrVQSNY0Hkpl4AEFxPD4iASTxOCAKQSaPQAJLQD4AD2IQPhIg4YA4uMZrCQsCJbBpAFVoNFaCJYHE-diegA3Di4VTEHxWKxkFHPEVimnOXIcXkqtUa2CLbVkeEhVotAn456GjoAIQZzypNLpnqedGArI5mr1rF5_MFz0wBuJHWcfwgRPN6pJ1p1jqjJFdvCDEA4yctfhtiOe9oJJdRKOVEDyyjVAFl2rBmE74RjBFi8kHaJzYEDerBSSAQLhO1hgLB22OzKSzPC2ImuRJMJxewAmbWhzCJgBKuToxGdUcuWWbPAAxNYOIsXvmJBe0qUAOyLABsPQvIgAnH5aBYxGWzwZk8pRqqUyiaC8iTEIMtAOqGR6RFO2Ldr2PgSNIg7DqO2LjpOmK4WYbpzkKC7QEurCrsQRbckKHbUH8YCauh8K7vuJKISBhxnue
 36_v-H7no-L7vvel5WNet48IBTzAZEoG4OBkHQVgKhweWLBlqQADcQA).
   Unfortunately [roam](https://echarts.apache.org/en/option.html#geo.roam)
will not work correctly, which makes the map **static**.
