* [GLUTEN-12412][VL] Migrate Delta CI native builder to AlmaLinux 8
Follow up #12663 by aligning the standalone Delta native build with the
existing AlmaLinux 8 / GCC 13 vcpkg builder. Update native job dependencies,
artifacts and ccache keys; retain dependency/native failure logs for seven
days, including hidden vcpkg paths. Preserve all Delta test shards, result
gates, triggers and baselines.
