## What changes are proposed in this pull request? Extract the build and dependency setup from #13130 as the first of five smaller Kafka support PRs. - Add the ENABLE_KAFKA CMake option, disabled by default. - Forward --enable_kafka through the native build and vcpkg scripts. - Add an optional velox-kafka vcpkg feature for librdkafka. - Locate and link librdkafka through CMake or pkg-config when enabled. - Document the new build option. The native Kafka connector, Substrait translation, Spark micro-batch offloading, and CI will follow in separate PRs. ## How was this patch tested? - Build script syntax and vcpkg manifest validation. - Isolated CMake dependency discovery and build-option propagation checks.
