## What changes are proposed in this pull request?
Add Velox-backend support for native Spark `format_string` and `printf`
execution:
- Validate literal format patterns against the subset currently implemented
by Velox.
- Fall back to Spark for dynamic patterns, unsupported conversions,
incompatible argument types,
malformed specifiers, and excessive widths.
- Add native and fallback execution coverage for integral and string
formatting, null handling,
maximum width, and malformed UTF-8 replacement.
This change depends on the native implementation in
https://github.com/facebookincubator/velox/pull/19265.
## How was this patch tested?
- `./dev/format-scala-code.sh apply`
- `git diff --check`
- Source-level validation and OSS content audit
Native build and tests were not run locally because the required Velox
implementation is not yet
present in Gluten's pinned Velox revision.
