With `spark.gluten.loadLibFromJar=true`, Gluten cannot load its bundled
shared libraries on TencentOS Server 2.4 and 3.2. Loading fails with
`GlutenException: Cannot find SharedLibraryLoader for TencentOS Server 3.2
(Final)`.
Since #10774 moved OS detection to the `SharedLibraryLoader` SPI,
`SharedLibraryLoaderCentos7` and `SharedLibraryLoaderCentos8` check
`osName.contains("tencentos")`, where `osName` is the `NAME` field of
`/etc/os-release`. TencentOS Server reports `NAME="TencentOS Server"`, so the
lowercase check never matches. Before #10774 the check ran against the whole
os-release text and matched `ID="tencentos"`. The Velox and Bolt backends have
the same check, so both are affected starting with 1.6.0.
Expected: as before #10774, TencentOS Server 2.4 uses the centos7 loader and
3.2 uses the centos8 loader.
