## What changes are proposed in this pull request?
Add a proposal to move Gluten from quarterly releases to a release-branch
model with a 6-8 week target cadence, run as an experiment. Incorporates
feedback from https://github.com/apache/gluten/discussions/13281:
- Treat the cadence as a target that slips when readiness gates are not met,
and reserve schedule contingency for multiple RCs.
- Keep nightly builds developer-facing only, per ASF release policy.
- Define release-readiness gates: qualify the exact packaged RC, pin the
Velox commit, record artifact provenance, validate LICENSE/NOTICE.
- Define maintained branches, EOL, backport eligibility, security handling
and branch qualification.
- Treat unreleased-Spark profiles as pinned CI canaries, not release targets.
- Review the experiment after 2-3 releases and adjust the cadence.
