[GLUTEN-13175][VL] Add a Gluten version of the Spark 4.2 UPDATE NOT NULL
test in GlutenDeltaBasedUpdateTableSuite (#13315)
Keep "update with constraint violation and transactional checks" excluded
in GlutenDeltaBasedUpdateTableSuite
(Velox assert_not_null throws a VeloxUserError instead of
SparkRuntimeException) and add
a Gluten version in GlutenUpdateTableSuiteBase that keeps the transaction
checks.
