As @marin-ma mentioned, the internal GPU pipeline uses CUDA 13.1, so I’m
okay with removing 12.9 as we don't use it anymore. I also opened
[#13494](https://github.com/apache/gluten/pull/13494) to remove the old cuDF
workaround after verifying it compiles without the flag
