2. If necessary, create a GitHub issue for discussion beforehand to avoid
duplicate work.
3. If the PR is specific to a single backend, include [VL] or [CH] in the PR
title to indicate the
Velox or ClickHouse backend, respectively.
4. If the PR is not ready for review, please mark it as a draft.

**Temporary validation draft, not a production dependency-version update.**
Apply merged
[facebookincubator/velox#19203](https://github.com/facebookincubator/velox/pull/19203)
through the existing `UPSTREAM_VELOX_PR_ID` hook. This allows physical Parquet
DATE files retained by Delta to be read as TIMESTAMP_NTZ instead of failing
with `Converted type DATE is not allowed for requested type TIMESTAMP UTC`.
Keep both IBM pins at `dft-2026_10_30` / `ibm-2026_10_30`
(`bd5d1828bc100d7c3d83c0fb77ed15a1c2e8b8c4`). Neither the newer published
October 31 tags nor the existing version-update PR #13507 includes this fix.
The decoder prerequisite,
[facebookincubator/velox#19211](https://github.com/facebookincubator/velox/pull/19211),
is already in the current pin.
Leave `known-failures.txt` unchanged for the first run. The existing strict
Delta gate will identify newly passing tests. Remove only entries with
executed-and-passed XML evidence; keep independent failures, including the
previously observed ALTER native-writer statistics failure. No gate,
quarantine, writer-mode or workflow changes are proposed.
Before landing, replace this temporary override with a published IBM
revision containing the fix and revalidate. Relates to #12743.
## How was this patch tested?
<!--
Describe how the changes were tested, if applicable.
Include new tests to validate the functionality, if necessary.
For UI-related changes, attach screenshots to demonstrate the updates.
-->
- Applied the exact patch URL used by the existing hook to a clean checkout
of the current IBM pin; `git apply --check`, application and `git diff --check`
passed.
- All six changed production reader files match merged upstream commit
`ff72368a295dd8a5cf53a4f5ca8f61d9aacaa0f7` byte-for-byte. The existing decoder
prerequisite is an ancestor of the pinned IBM revision. Upstream patch SHA-256:
`2e8379843c2ff0ec569b869c4a6b0742e077a7b542ee055d70af495b88c4b870`.
- Shell syntax and repository license-header checks passed.
- **Current-head native build and Delta 4.4.1 / Spark 4.1 execution are
pending CI.** Earlier test-only integration is not a result for this head. In
particular, do not assume the ALTER, DSv2, MERGE or feature-removal cases pass
merely because the original two INSERT cases previously passed.
